Current licensing facts
California distinguishes registered apprentices from electrician trainees
A registered apprentice works through an approved apprenticeship program. A non-apprentice electrician trainee must register and remain enrolled in approved curriculum while working under certified supervision.
General certification requires both qualifying experience and examination
California regulations require the experience specified for the classification plus a written certification examination. A trainee who completes approved curriculum may sit before all experience is complete, but the certification card is not issued until the experience requirement is satisfied.
California recognizes other-state licenses only as proof of experience, not reciprocity
DLSE instructions allow a copy of another state license to support proof of experience for exam eligibility, but the applicant still takes the California certification exam.

Electrical license reciprocity / portability
California does not publish a broad state-to-state electrician reciprocity agreement. An out-of-state electrician license can be used as evidence of qualifying experience for the California application, but California certification still requires the applicable state exam and classification requirements.
